Can you negotiate a pay bump for internal transfers anymore?

Since TVC, internal moves are pointless unless you absolutely can't stand where you are any more. They claim at mid-year or year-end you could get a bump to bring you in line with others in the role, but since you can't see any of the numbers, you have no idea. At least with the old midpoint system, there was some rough idea.
They lower the min range so they don’t have to pay you a cent more than you’re already making.
Recruiters here prob tired of mentioning that as well.
That's what "they" say, but then "they" turn around and give you the standard budget, which means the only way that newbie is going to get the $ is if you hose everyone else on the team.
while these days your likely won't get one at time of new job, they are supposed to make it up come next merit cycle.
Yes it’s possible. I accepted a new position earlier this year and received a small 7% pay increase.
