I'm trying to find a contract position for a friend of mine looking to get into project or product management. Onshore citizen, former military, distinguished, fundraises for veterans every year, tech Agile background, great guy, runs a number of events and activities, would be a great fit. I'm finding that I can't get the time of day from internal hiring managers. I know that many orgs are hiring because of the Berkshire investment but they seem to be earmarking any openings for onshore H1Bs transitioning to green cards or new H1Bs. Is there a better way to go about it? Even as a long time employee it's strangely difficult to get a resume in front of someone.

OP- What a total BS post and just used to antagonize real employees. "they seem to be earmarking" How would you know. If you cannot even get coworkers to interview a 'friend' then your 'friend' needs to get another employment pi-p. And stop answering your own POSTS - not hard to see your metadata. Why do so many come here to tear up a company ??? move on

And that's it. It's basically impossible to hire in the US right now.
Why? Optum demonstrates a consistent inability to retain Veterans and even more the spouses of active-duty service members. Plus the organizational culture is misaligned with military values, leading to predictable attrition: Veterans and U.S. citizens displaced in favor of H1B / contractors.
Optum’s public representations are contradicted by internal practice. While the company highlights its “Employee Resource Groups” to suggest inclusion, the Military ERG functions primarily as a marketing device — comprised of promotional material, staged events, and branding initiatives. In practice, employees with military backgrounds who raise concerns or challenge questionable activities are systematically marginalized, excluded from advancement, and ultimately separated from the company.
