I don’t see how you believe IBM is responsible here. It was a corrupted database file loaded by a contractor that went castors up. The computer worked as designed and the FAA is learning the lesson (sometimes cheapest bid is not always the best choice). You get what you pay for, and when you hire folks who don’t understand what 24x7 operations means, you are definitely exposed to ctl/alt/delete type of behavior. The sweetness of cheap price is soon replaced by the bitterness of poor quality
