Hiring during layoffs

Is this correct? Shouldn't there be a hiring freeze while doing the layoffs? I saw a post in LinkedIn which said that while people are getting laid off some other areas of the company are actively hiring people.

I heard they want to get all the old timer out, celebrate 25 yrs like Chuck?? no luck, they will kick you out before that and cut you off before 50 yrs old in order to save money. So much for we are cisco family.

I learned later that an OD was targeting a group of us and used the ER/LR to finally be done with us. So it’s not always about reducing costs. I saw my job posted a short time later. Considered applying just to mess with them but I was relieved to be out and just moved on.

That is why it is called LR, L as in Limited which means that it is limited to certain BUs ..the other BUs can hire

Some areas of the business have too many people, some have too few.

Why would you stop hiring just because a different area of the business has too many people!?
