Kudos to those who manage to have a side gig, but considering how overloaded I am here, it wouldn't be feasible in my case. However, it seems that there are quite a few of those who have side gigs?

By side gig do you mean having a second job you need to support your family because your wage has never kept up with normal inflation?
It is possible that some people have figured out the game, hire an assistant who works cheaper than you and give them the work that you don't want to do. This will free up 60% of the sh---y work to focus on 40% of work you want to do. Then get side job 100% in what you want to do and live happily ever after.
my boss (a director) has a side hustle of renting out his tractor.... so he takes off during the middle of the work day to drop it off and pick it up.

If you want to know who the cheater is, look at your beloved CEO and most of management. Side giggers are hardly the problem. They're the result of a cr@ppy system that only benefits those in power that have little skill other than cracking the whip.

You're right. Public IPs can be logged on the server. But then, someone needs to trace them back to an ISP which will get you the city that they live in. Without further serious detective work, (which no one at Optum can or will do) positive identification down to specific dwelling much less individual is almost impossible.
