200 open positions that they have no intention of filling.
I know teams where roles were posted constantly just to make it look like they were hiring, and never actually were. It was just to publicly look like they were hiring, and to pipeline resumes.
They also kept that same musical chairs routine going when we kept asking about status for our backfills, until they admitted they actually had no reqs to fill. And that's when there wasn't an official hiring freeze.
