Shareholders Are Expecting Massive Layoff, not a Mere Pay Cut

The in-fighting is a sign of over hiring. When someone is doing a good job, things moving along nicely, the managers would inevitably report it upwards as a success and demand three more head counts to fight over the same job. How would a company control cost when every manager is solely incentivized to expand his headcount?

Periodic layoff supposed to fix that, but a cross the board pay cut?
