Can someone tell me if Contractors and H1B' have to be layed-off first before any Microsoft directs get layed-off?
In my group there are two Contractors and two H1B's. My Manager refuses to say if Contractors and H1B's get layed-off first.

Sure go to Canada?! Pay 50% in taxes and take a 50% pay cut. Outside of FAANGs, truth is that most companies can barely pay 50%.

It's unfortunate that the US does not have the same job protection legislation that India has. Microsoft does not have to lay off workers on temporary visas (H1Bs) before US citizens and permanent residents. If you are in a group that is primarily H1Bs, and so is the manager and skip, it is time to start looking. Contractors generally, but not always, go before FTEs.
Agreed, this is a blessing of time. Many I know are exhausted from the waiting game. 2 more weeks til end of March.
If your name is on the list, and your manager confirmed it, s/he just gave you the gift of time. Assume it's happening, don't waste any more time thinking about who should have gone first before you do, and start making your plans.
Several vendor contracts were not renewed starting this past November due to budget cuts, though some vendors are staying to keep the lights on, make sure nothing major falls through the cracks, and because typically they are less expensive than FTEs (in terms of fully burden cost).
Slacker employees should not be employed by msft at all, but we all know many of them, and yes, the corporate system is not fair in this regards.
If you got laid off, take the money and move to Canada, they need people like you.

Unfortunately, there is no rule in place to protect American workers. Write your senators and representative and tell them your experience.
If the employee is a slacker, they deserve to be laid off more than those who contribute more to the company, irrespective of H1B or contract status. Generally, to hire someone under H1B, the company has to go through rigorous scrutiny/risk from USCIS. They take that effort and risk only if the candidate is worth it. Contracts on the other hand are bound by the mutual agreement. It's much easier to break. So, in all likelihood a company would cut the chords in the order of contractors, slacking direct employees, slacking H1B employees, hardworking H1B employees, hardworking direct employees. Please note, this does not apply if your manager is a slacker too. In that case, you might wanna watch "Office Space."
