TBF if someone on your team is advocating for themselves and stating the reasons they deserve more money and have projects and numbers to back it up and you’re sitting there waiting your turn that’s all on you. You must speak up for your self, tell your manager where you want to be and work with them to get there. A quality manager will initiate that conversation but I’m sure most don’t.
The only way to get what you want/deserve is to let your manager know. If they think you’re satisfied then you’re not going to move up or get decent raises.

I asked HR for the upper limits of the band one time and they told me that only managers are privy to that information. Most companies give you that info, but Dell will not. Just wanted to call my manager's bluff at the time. Come to find out, I was way under the band but alot of folks increase went to a squeaky wheel that kept complaining he was way underpaid for what he does...blah blah blah....so he got all the money and the rest of us suffered for it. That's the game.
I guess none of you have ever heard of being red-lined in your pay band. If you make more than the maximum in your pay band you are not going to receive salary increases. They used to give you a small cash bonus to keep happy. When your salary goes below the upper limit of the pay band you may get an increase.
What is your total annual salary - 200k, 250k or higher?
if you're at the max in your band, but not ready for promotion, you get into this rut. I guess a conversation would be needed with your manager to see what you need to do to get to the next level My guess is they'll give you more work...only to not promote you for financial reasons. Tough spot to be in unless you enjoy the work and don't mind not getting a raise.

even if you did pursue it is it worth the 2-3% increase? more of an insult to receive it to be honest.
It is key to remember that HRs job is not to pay you what you are worth, but to pay you the least possible to keep you. So if you got 0% pay raise they probably feel that you won't leave.
Definitely means your not needed. You can turn it around but current manager isn’t in your corner at this time.
Dell doesnt pay well and as much as they give a lot of lipservice around caring they really dont value employees.
Mind you thats pretty muh all multinationals.
The difference between Dell and the rest is the rest pay better.
it happened to me three years ago....still here.
May or may not be a subtle hint, but in either case, with cost of living going up as high as it is, you should probably be looking to move on anyway since the company wouldn’t value you anyway to even pretend to try to keep up fractionally.
