Has anyone negotiated more severance payout? If so, how?

Absolutely. You can ask for more money or insurance. But if your case is wrongful termination you'd have more leverage having an employment attorney send them a demand letter to ask for more severance.
A copy as large as Chase needs to be consistent with layoffs policy. If not there could be a class action lawsuit.
But doesn’t hurt to ask
I don't have specific experience with JPM but know of folks who have definitely successfully negotiated severance terms and it does not hurt to try. There are several articles on google to help start the conversation with HR.
