I was recently offered a job with Shell through a staffing agency. I was going through all the steps with paperwork, a photo for my new badge, etc. then I get a call yesterday that a hiring freeze is now in effect and I no longer have a job offer. Lovely.

You need a picture badge regardless as it would be used as your smartcard to log into your laptop... as well as for access to buildings if that was ever needed. Things change quickly (projects cancelled, budgets reduced, etc.). Unfortunate, but reality. I've also seen contractors cancel (take a different contract) up to the last minute as well. I wouldn't read much into it, just keep looking for something else. Lots of work out there in the identity management space.
This is the OP. I interviewed with 2 Shell employees directly. This was a for a long-term contract position in Identity Management services.
The first red flag was the paperwork to sign the offer wasn't forthcoming. Then I was asked for a photo to add to a company badge (even though I was being hired as 100% remote). Seems curious, after I sent in the photo, I was advised of the hiring freeze a week later. Is it ageism discrimination? I don't know. Can't prove it. Could they have lied? Absolutely. I have found The Layoff helpful even if I have to put the puzzle pieces together from others input. This is what prompted me to leave a comment about my experience.

That doesn't sound right. Our department is certainly hiring. There is no across-the-board hiring freeze, though there may be unofficial ones in certain departments.
Shell is hiring in all areas.
Shell is still actively hiring. Bring in 2 new hires March 1. Something sounds fishy.
@OP, did you actually interview with a real Shell employee? If not, then have you successfully used the staffing agency before and is it legitimate? If so, then you were going for a contract position. If not, then it may be a scam.
What area of the company?
just like the olden times of the late 80s early 90s. pull the offers last minute some things never change.
