Realistically OP wasn't suggesting US were id--ts - but that (1) All IBM employees are id--ts, but just that (2) US laws aren't much of impediments to companies.
While I'd agree that most of my colleagues have their head in the sand - I also know that many just wanted a few more years to retirement (while working hard).
