Microsoft offered a behavioral remedy, and the UK rejected it. The reasoning being that a behavioral remedy would require continuing oversight, and that is not within the UK's purview. So they nixed it rather than have to constantly check up on Microsoft's behavior.
As was said elsewhere, the EU said yes. It was the UK that surprised everyone. And I think they will do it again.
Well, breaking news is that the MS/Activision deal was approved by the EU. So.... that doesn't bode well if we were using that as a possible measure to compare the VMW/BC deal.
If EU approves UK will - that country has just been deteriorating since 2016 - just taking any opportunity to show that it has power.
AVGO must have been confident. MSFT was rejected mainly due to the remedy being behavioural only.

Yes. EU is to approve the deal after the meeting with HT two weeks ago. Both parties agreed on acceptable remedies. That's exactly why VMWARE proceeded right after that with payments arrangements to staff. We reached point of no return which will be formalized on June 26th.
