Is there a promotion freeze? Meaning can a Band 6 be promoted to a Band 5 or is that frozen too?

if you want a promotion, you need a Godfather. You'll make leaps and bounds by taking your manager to a professional football or hockey game than you ever will doing the actual job itself. A guy in our group did just that and leapfrogged all of us old-timers. Sad, but true. Kind of ridiculous in a lot of ways, but that is how things work here. Learn to schmooze, party with the higher-ups, and you'll go far.
easier to post for a band 5 position than to get promoted to higher band in the same role.
Promotions not frozen, but the number of people in each band is monitored closely. As a manager, I had someone who clearly deserved promotion on real, tangible accomplishments, exceeding goals, etc., but HR would not budge. We already had "too many B4s" in our group already. I was told it had to wait and not able to even give them more than a 2.5% raise.
Sux.
Lots of movement in chain of command. I see lots of Band 5/6 Managers quit or retire. Promotion comes in the next Man / Woman up.
Promotions aren't frozen as hiring is. However, talent planning may have changed in how many/frequency.
