Some people are overrated and some are very underrated here. Is it so difficult and complicated for managers to assign the right people to the right tasks?

Yes these managers got promoted because there was no other competent people left. Trust me they are clueless.
I think they should disband the people committee and do what most companies do - post jobs and let people apply to openings that interest them, maybe select folks for roles for which they're actually qualified to do?
It is not the problem of assigning the right people to the work. It’s really that they promoted the wrong people into jobs of managing people who do the work.
When managers try intimidation, threats, embarrassment, gaslighting, lies, back channels, promise of money/promotion, and other tactics to get results, there is something wrong with the system.
