Is there any restrictions on leaving Dell to join its competitors (hpe or netapp)? I am Individual Contributor (sde ii).

NetApp was laying off also. I know people that were let go recently.
I worked for EMC and left before Dell Merger going work for Netapp. I recently retired and Netapp was great work for.

You have no obligation to tell them who going to work for.
You don’t need to tell them you are going to a competitor. Just announce that you are taking some time off.
No. it's at will employment. Do with your time and life as you please.
true, I've seen that happen with someone that went into a management position at Oracle. He gave them a two week notice and they said no, you're done today.
