EEPS main issue is overhead, Directors reporting to Directors, way too top heavy. The state exchanges are staffed by non technical project managers who care more about pronouns than accurate scope and work effort estimates. Unqualified leaders will always be the downfall of a division or department. The final answer will be to clean house and move it all offshore, support has already begun moving and now they will find a way to move state exchange delivery offshore. They already break the law by allowing offshore staff to support these environments because that is where the staff resources are! This company is NOT one of the good guys!!
