With the elimination of the VALUES band levels and changing titles, will this make it harder or easier to move up the ladder? Will this just be a way to trap people in a band level for longer? Not sure how to think about this change.

My guess is they want new management software and VALUES won't fit into the system without millions on customization. Because the new system just sounds like every other company I have worked for. Plus it will be easier for them to differentiate between a Manager in Tech vs a Manager in Marketing. Since a tech Mgr prob makes as much as a Marketing Director.
Nike has been layoff happy since the beginning of Covid. There’s no growth happening in any department, except whoever’s grinding the axes.
Your only chance for a promotion is to (stupidly) stick around after your vertical has jumped ship.
Let me help you out here...nothing HR does is ever for your benefit. If they make a change, it's because they saw an opportunity to save money and/or limit exposure. Plus, they love to experiment.
