Dish has been building a network for a while. They also own lots of spectrum. Their own network covers greater than 70% of the US population right now. As far as being expensive they already did the majority of building it so not much cost left to finish the last appx 30%.

While Verizon pays AWS hundreds of millions of dollars a year, AWS decides to become a competitor. They applied to be an Operator and the FCC said "no" so they buddied up with DISH in 2021. They don't have legacy infrastructure so if they can operate at higher margins, they'll lower prices or use the margins to build out the network.
