What percentage of managers end up in the NI or NSI categories? Serious question, not whining. Is that data published?

Depends on how you define "manager". A manager might only really be a supervisor for a few people. I can verify that CL 28 Managers can get NSI'd very easily. That's why they were promoted. At that point if you're not in the club you're gonna faceplant.
All supervisors/managers are always ranked in the top 1/3 of each CL category.
The only way that they drop is to be involved in a corporate credit card or other irregularity.
With a few exceptions most of the sls that left the BR complex especially one was extremely competent. More evidence that the hood ones are getting piped while the debris is protected. Need to start popping the problems
High ranking CL-27 people are intentionally promoted to CL-28 to protect the high ranking CL-28/29's from NSI.
When you are promoted from CL-27 to CL-28 you automatically go to the bottom 1/3 in the CL-28 rank unless you have a sponsor.

Got Cl28 and made NSI in one year , previous ranking was excellent, prior to that OS for last 6 years in CL27
In a system where the ranking supervisors are grouped with the ranked, it should be no surprise that the ranking supervisors are ranked high...management won't eat thier own..It's a self-perpetuating, and self-preservation, based system.

I heard cL 28 and 29 is highly competitive. Maybe even cut throat. It gets better once you get to 30+. Is that true?

I had more managers than years at company. During 1 cycle, I had three manager. None of them know me. And the previous managers didn’t help because I was his competition in the ranking.
The system is so messed up.

You are asking for information that would show the system has integrity. Remember - management is made up of folks who made brilliant decisions like invest billions in proprietary software when that was not our core competence, only to abandon them when the writing was on the wall - and hiring staff like there was no tomorrow - only to lay them off in droves.
I don't think your assessment is correct. At the BR complex, several 2nd line managers have resigned from their position to avoid getting ranked low
These people control the narrative of the contributors in the rank meeting. They fight tooth and nail to hold onto the top 1/3 reserved spots for themselves.
Not many managers NSI above 28.
In lower mgr levels, they like to get the 'former' managers, known as 'Advisors', out quickest.
Age, of course, always the unmentioned factor. But that equals money among these sorts.
EM does PIP or NSI managers. It is a fact.
Question I really want to know is why have I had more managers than years at the company? What exactly is so critical about these peoples development that they get shuffled around to a new position every 10-14 months? They typically only make BS lateral moves anyways. How can someone accurately rate me if they’ve only known me for a position of a single ranking cycle?!? 🤬🤬🤬
CL 28 and 29 technical are sacrificed so no managers are harmed.
Seems some technical folks are promoted into 28 29 just to feed that process.
Many managers will be replaced by BTC / GBC managers. You will see.

I do know 1 supervisor that was NSI'ed back in 2021 or 2022.
I think it is rare.....
CL26 do not get nsi often, can happen but not often. I was told by a cl 32 that the expectation of cl26 folks in management are usually performers, for them to get NSI is for them to really really su-k, so rarely happens.
