It may seem higher because if someone is NI and < 5 years of service, they have to choose between either PIP or PIL as if they were NSI.

I think < 5 years NSI gets PIL only.

what is the % quota of NSI/PIP/PIL (and NI for new hire) for 2023? we were told it will be 5% before the ranking, but seems to be higher % for EMTEC afaik

Correct: Usually September until end of November. About 3 months. Way I remember it: If you don’t pass, you’ll be out before the Thanksgiving holiday. So, they won’t have to pay you for that!
