Maybe the non-bargained for are. That doesn't work on our side of the fence, most of us are adding to our pensions. Their best option is to offer VSPP'S (Voluntary Separation Pay Packages) at around $27k max. That way they can retain some of the younger people with 10-15 years experience. If the country goes into a recession soon, none of the senior people will leave & they'll be laying off what could be their future experienced work force. There's barely any attrition over here & you won't get people to rage quit on a six figure pension.
