Relocating to another location

My manager is ok with me relocating to a different “hub” location in GIS. The cost of living could be higher. If so, Will HR consider an increase?

Doesn't sound like you are being asked to relocate so I highly doubt it.

If it is a big difference, possibly. (e.g. Tulsa to Chicago, or Richmond to NYC. But not something like NYC-SFO or CLT-Chicago).

You should definitely request the hiring manager to arrange that with HR for you before you agree to the transfer. Use one of the cost of living comparison calculators online and present that print out to your manager.

I'd go thru the hiring manager who wants you (not the HR rep). Good luck!
