I worked in support for Dell 25 years ago before joining EMC. The difference between Dell and EMC support is as clear as night and day. Dell are total amateurs and clueless. There is no comparison and it was so frustrating to work under the Dell culture which slowly trickled down the ranks. The writing was on the wall even before Covid with everyone just hanging around only doing so for the WFR windfall.

After a layoff, it's common to have a brain drain, where the marketable folks find other positions, leaving the people who failed to be hired elsewhere.
There is no straight forward answer to this question.. in my area it is 100% up to the manager. Some managers stack rank based on performance (as they should) and some based on their buddies and the buddies of their buddies. I've seen a very high preforming sme get let go last Feb because of the mistake of calling out management errors during a call - and I've seen my team and other teams let the weakest links go .. it's not going to be the same accross Dell. I can tell you I have not seen any real examples in my area of race, age or gender being a factor.

If the EMC guys think they are THE smartest in the team due to their 65 yr age, then please also take the blame when your decisions fail and the product doesnt meet the AOP requirements. A 65 yr old should make more sound judgement than a 35 yr old.
EMC guys at i10 cant claim credit to good results, while blaming the failure at the junior coworkers. They think if product fails the VP will be replaced and when deliverables fail the junior coworker can be wfr. Dell needs to clean up the underlying team fully.
When Dell protects such cancer within the team, they will always ki-l new talent.
That's been my impression of TX dell as well.

I definitely think they do. Last year I was not on any sort of fire drill/ burning projects. My relationship with my manager was great and he thought i was a great performer! Now as I am executing a big project, its always stressful & I have never worried about getting laid off as much as i worry now.

First time I was laid off was back in about 1988. They wanted us to move from DC to Mass. 1 out of 40 took the offer.
The next time was when they shutdown our division. We all got laid off.
The next time was when the whole company was sold and I didn't want to drive 80 miles each way to the new office.
The next time was when they sold our division and I wasn't in a direct engineering position and my job overlapped with people they already had.
Differs. It's probably different in different areas/regions. Here I'd say it was 70/30. 70% performers, 30% who could have done better.
The EMC folks have run down the place in the past few years unfortunately.
People have been hired based on friendship and not skills. With no deliverables and high salary, when the executive asks for "who is doing what" the boss and his friend plot to wfr the coworker who focuses on his task. Then they manufacture evidence and then set the ball rolling for the coworker to be wfr so that the friend can get to show the work done as his own.
This is the real fact at Dell.
The real "performance" is still not there. There is a perception of performance.
Dell leadership who came from EMC and managed to keep their high paying jobs by playing politics for decades, believe in "perception management".
They have come to believe that if perception is managed then the facts/numbers and reality doesnt matter.
We need to see if Dell continues to reward these genius leadership while losing market share and revenue.
