Lol is your vision of a healthy company a bunch of mo--nic American marketing majors from no name colleges managing H1B business analyst with complex skills and expecting the mismatch in work ethic and intelligence to result in a productive business unit?

And that’s the big question. What’s the burden of proof for being unable to find someone competent to do a managerial job in your local job market vs. just leveraging H1B to pay a lower salary/reducing risk of unwanted voluntary turnover (maybe not upon hiring, but in the long term.)

There’s a shortage of qualified employees in the US, especially in this job market, so it’s not that hard to prove.

Again I am ok with H1B doing speciality operations but I question those doing plain managerial jobs in H1B without any technical or business skills

H1B holders are frequently underpaid, and you’re completely ignorant if you think otherwise. The reason you think they are paid above their equals is because you haven’t seen their resumes or don’t really know their background. You may not be able to tell because of some perceived expectation of behavior or competency, but if they’re paid more, they likely have a material difference in their education, experience, skills, etc.

Use common sense: H1B restricts your ability to negotiate on hiring and once employed. Citi may smooth things out enough to try to avoid fines (though that’s overestimating compliance competency), but they’re never going to pay more than they think they need to, and they need to pay less because of those H1B handcuffs. It also restricts their pay in other ways, like making it too risky to apply for new roles and risk transfers. Imagine if you’re hoping for a corporate-sponsored green card, you will be bottoming out your risk tolerance until you get it.

Why do so many come? Because India has a ferociously cutthroat job market if they stay there, and Americans have it much easier. Also the work experience here is helpful even if they go back, since their compatriots in India May struggle to get jobs that provide comparable professional experience.

There is no racism here. H1B is meant for specialty operations and is mis-used heavily in Citi. If US Citizens file a law suit for partiality and discrimination, Citi can't withstand it.
Lot's of H1b's are converted from vendor's to employees just because of favoritism and familiarity. Even the manager's who hired them were from the same old companies.

Why you need a manager who is in H1B without doing specialty operations or skills ?
Get ready for lawsuits. All SVP's, Directors and MD's in H1B has to be sacked.

Citi has become a company of monkey's and H1B's. H1b's holding VP, SVP and Director positions where they are supposed to do only technical work, they do managerial work.
If USCIS raid, Citi will be in trouble for visa non-compliance.

Its a myth and misconception that they have unique or better skills. And neither it saves money. Know multiple H1Bs hired in technology who are just run of mill but paid higher than people in same team and with same skills, who have been in firm for much longer time

It depends, if they were hired because they have a unique skill (which is the point of the H1B program), they should be relatively safe. However, if they were hired just to save money - they are less safe (saving money still means spending money) And yes, companies do hire H1Bs to save money.

Too many people were hired in 2020 and 2021, several converted from temp staffing to FT from vendor companies including H1B. It is not true that H1b are cheaper than others and whether really technically qualified- thats a million dollars question. Guess the chickens are coming home to roost

cheap labor maybe but many are rote workers who understand concepts in silo and would be hard pressed to map a detailed process end to end

No, they take our jobs. They are paid a fraction of what we are. We are let go in favor of cheap imported labor.

Contingent workers are only slightly less safe the H1B. In my experience these groupware the first to go. But there will over 20,000 departing so nowhere near what is available to save American jobs
