every time I take a partial day, the time reporting system flags my time allocation because every system uses a different type of day rounding it seems. Often they flag my hours for being 0.01 hour off and i takes more time for me to try to fix it than the 0.01 hour off.

This is a great benefit, I wish we had it while my husband was dying. Please use it if appropriate. And don't abuse it for it to get taken away.

You can take it in small time increments, so you can really make it last. No need to take a whole day if you only need a couple of hours. Its mostly for when you need to take care of another. Its very broad -- it can be to help a child move into college, take a parent to the doctor, or simply be at an elderly parent's home to care for them. Instead of coding your time as "vacation", you code it as "paid-caregiver". You get 15 days per calendar year.

Absolutely!!!! I used all 15 days of mine in 2023 and plan to do the same in 2024, assuming Stink doesn't show me the door.
