I want to volunteer.

I'd quit now if I thought I could get another decent job at my age.
Good luck. All it did was get me targeted for firing without severance.
The best way to volunteer for the next major round is to proactively find a better job somewhere else before the next major round happens. Get ahead of the crowd.
Layoff packages are nice to get something in your pocket if you are close to retirement, but if you still have a decade or more to work left a package is probably not worth more than what you gain by beating the rush.
And as a thought exercise, forget the layoffs completely. If there were no layoffs happening and you feel that way (many of us do!), the best thing you can do for yourself is to go find something better.
Beware that if there is a package involved, they do NOT want to lay you off they use false PIPs, RTO, and anything else at their gnarly fingertips to fire you.
Just be psychologically prepared for this, take stock of your resources to tolerate a firing and take courses so you are ready.
I dumped them before they could enact their evil plans. My mental health was not worth an inch of their nonsense.
I'm done.
