Has anyone received an email from outplacement third party services? Should I be concerned?

Home or office? Theoretically, if it is coming to your home or office email, and it is addressed specifically to you, it names the company, it's a prepaid service paid by the company, and it's for a limited time be very scared. If it is an offer to your home email without the criteria listed above, be somewhat skeptical. To be on the safe side, get rid of any of your personal stuff at the office.
I am no one but yes, that would super concern me. I would be going to manager or hr and asking !
