Seems this is just a move to not have to hire another person now. Wait out the changes in the C-Suite and let the successors appoint their own Tower COO

Ya he should look up the COO history since Ben left. Its a revolving door. He probably wasn't given a choice though.
They don't even know the machine is a failure since they lie about the cost per foot to deploy.
