A fully occurpied buiding is more expensive than a mothballed building.
He could also get rid of the lower quality building and move those emplooyees to the vmware campus.
RTO is about control and attendance taking, not about saving money.
Rather than bemoaning new rules, either accept them or go somewhere else.
Or organize a labor union and force the company to change.
It is a very nice campus that is paid for. It would be nuts to sell it esp in this commercial real estate climate.

The fee will probably deducted from their pay pre-tax like in most countries that have no mandatory health insurance the employees can get the group insurance which will be deducted from their pre-tax salary.
