HC10 or HC12?

I understand these are the high cost of labour countries where EM is present (and striving to reduce their footprint) but are there 10 or 12?
I remember the USA, Canada, the UK, Belgium, the Netherlands, Germany, France, Italy, Singapore and Australia formed the 10 but which are the 2 additional ones?

Any country in the first world is a HC location.....per DW. Everything high paying jobs other than union ones goes to developing countries. We are no longer striving for being the best, we are striving to be good enough. Ful out 80/20 rule (if not 50/10)

Exxonmobil has always been the one that decided what the salaries were going to be. They created tge pay structure and implemented it! Now they found SCABS that are cheaper to exploit and they are betraying the employees they made the offers to from the start. In my eyes this should be seen as a breach of contract! Lack of Character! Shameful! Disappointing and greedy!
