Yes, many of them understand, but the management culture is so toxic that reporting anything other than Green beans on stoplight charts means additional scrutiny, Kanban workshops over a holiday weekend, horseblanket graphs, and burndown charts, but no additional resources to do the actual work. By the time you do all of that, you could have just did the job 2x over, so might as well just report positive progress and call it a day.
