Dell’s strategies are from 2001. They are still driving engineering and IT to low cost countries to reduce their footprint in other high cost countries. I guess they didn’t get the lesson that low cost is low cost for a reason. Lots of other companies offshore or even inshore for strategic purposes. Not Dell.
