That's why we are stuck with no way out. No matter what strategy is implemented, it will be held back by the current culture at Dell. The culture that is resistant to change, that prefers doing things the old-fashioned way, and that rewards people who agree with those above them rather than challenge them. It's as simple as that.

Dell has no relevant strategies and the culture is an egotistical, political nightmare.
IMO more micromanagement the more business
Dell’s culture is to be cheap as F. Don’t invest in R&D and compete on price. Race to the bottom for margin. Their “strategies” are noting more than slideware and buzzwords which they change like their underwear.
The OP described Dell Federal elocuently... set in it's ways with nothing but old hacks just warming seats and decaying away till they try and reach retirement age. Nepotism and favoritism at it's finest.
I agree with the OP. I feel pointing out this weakness is doing a favor to Dell.
Dell should have hired the right people to clean up.
They are covering up the issues at many levels to retain the "old way" as you say.
So now, I just wait for the Dell_titanic to sink while I am on another boat safe and secure in my career and finance.

Culture is restrictive.
No one was born into Culture.
Many do get indoctrinated while they scream Culture/traditon etc.
