Often what is interpreted as quiet quiting are managers and senior leaders pushing 99% of the activity they command of employees isn't real work and generates no money.

Spreadsheets with fake data, pushing solutions customers will never use, pretending to have technologies that don't exist. Employees simply won't do this because they have a moral conscious and want to I make money. They focus instead on real solutions that will keep them from getting fired.

The managers then accuse the employee of quiet quiting for not focusing on the latest fake gimmick.
