I can't speak for all divisions, but during my time in GTS there was an explicit management direction to use local (US in my case) labor for customer-facing roles, and offshore the rest of the workforce. During contract negotiations, the clients were encouraged to select offshore vs onshore labor whenever feasible, based on the different labor costs.

What ended up happening was all too predictable...all internal jobs at the time were on deck for offshoring, and the mix of onshore-to-offshore labor for all other roles was targeted at maybe 10-30% onshore, with the rest offshore. If there wasn't an explicit language or cultural requirement, the work could be sent overseas. Salespeople and client reps were relatively safe (though many were later canned for other reasons), as were SOME of the people who worked at client sites. Not everyone was safe though...there were a lot of client-side jobs that disappeared, only for the work to pop up again in foreign countries.

I was told by my manager to stay away from any internal jobs, stay external customer focus, with little new signings and non renewals that is hard to. . With AI and a India mindset on salary worker mentality expect big numbers and an increase in workload unless AI in fact helps what you do.

IBM is the kind of company that manages processes rather than results. When I was there, they were hiring lots of people in the CIO organization. Even when the company had obvious issues in what seemed like every other division at the time, the CIO had no problem getting people, supplies, equipment, what have you. All anyone had to say was "it's a CIO priority" and doors magically opened.

Is CIO part of T&O? There's too many letters and acronyms. They've got lots of letters, but not enough numbers...in particular, they need more positive numbers on the balance sheet.

They just brought in a new leader for Transformation last year reporting directly to JW (T&O) increasing it by one additional layer of management. First, may I suggest to reduce the 9 layers of management as a first step - starting at the letter bands. Band D-AA.

In some companies, T&O refers to "Talent and Organization". Inside IBM, I believe the letters stand for "Transformation and Operations". They refer to the same thing, more or less...bringing automation in to replace what used to be people-driven functions.

A classic example of T&O (before "T&O" was a thing) is the automation of HR functions like scanning resumes. Get as many human beings out of the hiring (and for that matter, firing) processes as possible by replacing humans with automation...like reviewing resumes for possible skill and experience matches, and passing those resumes on to managers looking for specific skills. That's a simplified example of T&O.

T&O stands for Tongues and Orifices - a standard Management Relations process.

Failing to volunteer at lease 40 hours per year in T&O activities will put you on the short list for a PIP and/or layoff.

If you don't even know what T&O is, you are already on the list.

If it’s CIO org - last year they started at the top - got rid of CIO (KG) and GM Design (KA) so does that mean this year they will RA the thousands of managers in between them and the worker bee? Let’s face it IBM has way too many layers of management. And 288k employees is astonishingly bloated.

No one should be surprised about changes in the T&O organization. This is the one place at IBM that has been driving transformation projects and initiatives for over a decade. The writing on the wall was when the IBV published an article re: the rise of the cognitive enterprise in 2018. It was only a matter of time when we leveraged the very same tools we sell to clients.

IBM is a shrinking company, so they will not need a large T&O department...simple as that. Look for further cuts down the line in other departments.
