Does anyone know who decides who has to go and on the basis of what criteria? My manager was presented with a fait accompli and had no influence on the choice. Apparently, the local organizations are not integrated into the decision-making process.

With the previous layoffs I had no choice. I was handed a list. My top performers who were earning the most were on there. You can get rid of 5 people or 10 for the same amount. These guys also had a lot of stock options that were given to them over the years because of performance. Guess what you loose that when you get LR.
Somewhat determined by the manager rankings. But they also be sure to look at cost. So you can be higher on the rank but the $$ outweigh that. Then they also be sure to get older folks out. The only over arching factor would be if you have DIE characteristics...then you get to stay regardless of ability or ranking.
Age, years of service, salary, grade. It's all about hitting a magic number.
Lots of managers, directors and senior directors getting the axe today...
Over in building 22 they have a vat full of chicken livers, bats eyes, ox blood and a touch of tumeric. As I understand it it, seven individuals dressed like clowns peer into it to see if your name appears.
It's Snr Dir or VP, and the cut is based on a $$ amount. As somebody said, they pick people that allows them to meet the $ amount with the least disruption.

No. There's literally no reason for him to lie to me. He's super pi---d at who he's having to LR.
Some FLM know who is being let go and have to do it themselves even if they dont make the decision. Decisions are done at SR D or VP level, not necessarily based on performance. salary, impact to the business, location (connections or network related to the business) etc.
My friend is having to LR people in his org. He specifically said they must not have looked at the most recent performance reviews, because they're forcing him to LR people that are worse. He's still fighting today to try and get it changed. It is NOT necessarily up to the manager to determine.

highest paid employees are always the target. most of these tend to be Cisco long timers, male, white, over 45.
For 5% cut, both the headcount and the budget are considered.
If 5% headcount means one person in your team, but that bottom performance person happens to be low grade and thus does not satisfy the 5% budget target, they would pick a higher grade instead.
This happened in previous LR, and likely also this one.
It's easy. Look at your hand. Is it white? Look at your ID. Does it say you're male and/or over 50?
Yes to both of these questions means start packing.
I was a manager @ Cisco for many years. I hated doing this. I had to rank my people and it was always the bottom that had to be LR’d even if they were meeting expectations. Best wishes to everyone!

you must be new to Cisco. Regardless of what your manager says, he/she is always the one who determine your fate. Every manager is asked to rank their employees a couple of months before a big laid off and HR will choose based on that list and the # impacted. So your manager puts you at the bottom of the list, you're a goner.
