Why is everything these days about threats and yelling and never about incentives and positive feedback? Who told T management that fear is the only "good" way to manage people?

That's always been the culture here ever since AT&T (SBC) took over. It's not called Toxic-T for nothing. The SILO approach is one of the primary reasons it's like this and the main facilitator. Nobody cares what's going on outside their bubble. Trying to get anything done cross-functionally between departments and business unit's is beyond frustrating at best and soul-su-king, slow and chaotic at its worst.
Have you ever wondered why the same problems continue to hang around for months and years with no end in sight?? That's the real motto at T. Keep pi----g employees and customers off until they find a way around it or just leave altogether.

Many AT&T managers are incompetent and afraid of their own shadows so they yell and act tough. The last gasp before being fired.

Because they themselves are scared of losing their job too. Understandably so.
