Why are companies posting jobs if they're not actively hiring?

The job market is bad enough as it is. Realizing how many job postings are just placeholders is making it so much worse. What do they get from wasting our time?

And then there's the slew of contract supposedly going to perm jobs for my SME which pay a mere 53/hour and I make 145K

STICKING IT OUT UNTIL THEY TELL ME TO F OFF

AND LOOKING FOR A REAL JOB THAT PAYS REAL $$

Def H1B. They are required to post and give the US citizen priority but not if they make the requirements so specific, no outside candidate has those reqs.

100% fake! Just to hire own relation or buddy or internal candidate. Total fake interview, fake process, fake hiring, fake talent and final output is fake accounts.

I've been on the job hunt for months after being thrown off the stagecoach. There are at least a few reasons companies post fake jobs:

  1. Fake job postings make companies look like they're growing, even if they're going through layoffs.
  1. Fake job postings allow companies to compile a database of candidates and their accompanying skills should there ever be actual openings.
  1. Fake job postings allow companies to determine current market rates for salaries, and if there are hundreds of applicants for a particular position they could see it as an opportunity to pay less.
  1. Fake job postings are sometimes used when an internal candidate is already favored but company policy requires the job be posted.
  1. Fake job postings allow companies to comfort their overworked skeleton crew with promises that help is coming.

There are a lot of reasons companies do this, most of them are cr-ppy considering the number of people desperately looking for their next employer. Resume banking and data collection are common. The ones I find most offensive are where required experience is a laundry list of skills that are nonsensical when combined or years of experience that exceed the amount of time the tools have existed. I think they do this to "prove" there are no Americans available for a job or they already have someone in mind for a position but are obliged to post it before hiring them.

I think this is strategic. A - They gauge demand/supply and types of candidates out there. Also many places now have that salary range. B - get market info, close it and then reopen paying less.
