This is very relevant for anyone working at a publicly traded company on corporate strategy frameworks.

Organizations and Conferences

  • Insist on doing everything through “channels.” Never permit short-cuts to be taken in order to expedite decisions.
  • Make “speeches.” Talk as frequently as possible and at great length. Illustrate your “points” by long anecdotes and accounts of personal experiences.
  • When possible, refer all matters to committees, for “further study and consideration.” ----Attempt to make the committee as large as possible — never less than five.
  • Bring up irrelevant issues as frequently as possible.
  • Haggle over precise wordings of communications, minutes, resolutions.
  • Refer back to matters decided upon at the last meeting and attempt to re-open the question of the advisability of that decision.
  • Advocate “caution.” Be “reasonable” and urge your fellow-conferees to be “reasonable” and avoid haste which might result in embarrassments or difficulties later on.

Managers

  • In making work assignments, always sign out the unimportant jobs first. See that important jobs are assigned to inefficient workers.
  • Insist on perfect work in relatively unimportant products; send back for refinishing those which have the least flaw.
  • To lower morale and with it, production, be pleasant to inefficient workers; give them undeserved promotions.
  • Hold conferences when there is more critical work to be done.
  • Multiply the procedures and clearances involved in issuing instructions, pay checks, and so on. See that three people have to approve everything where one would do.

It's the only management training you'll get at most legacy companies.

In Cisco only 1 in 15 people knows anything about tech.

Having worked with well over 15 Principal Software Engineers I'm of the opinion you are severely overestimating the tech skills at Cisco.

OP forgot "shut down any project that could complete to bring all the newly freed bodies into a death march where that project will ultimately be transferred to India years after it should have died outright." Cisco's best management could burn over an engineering century producing nothing on what should have been a small project for a few months.

This is from the OSS (predecessor of the CIA). It’s their field manual of simple sabotage. https://www.hsdl.org/c/abstract/?docid=750070 Not to take away from OP, but yeah. Looks familiar in Cisco, doesn’t it.

You should be on Capitol Hill dude, you nailed it. However simple the task, send it to some sort of committee or talking shop. Nothing will get done but that don't matter a bit - you get to look great and do lots of PPT and use big words like "AI" and "quantum" as often as possible and whatever the context.

In Cisco only 1 in 15 people knows anything about tech. Madness for a technology company but that's an opportunity for the career minded. You can speak complete and utter BS to these none tech people but as long as you can sound convincing by saying "AI" as often as possible in your jazzy PPT you got it made, they will soak it all up because they know nothing about technology. That is Cisco in a nutshell and why the company is sc--wed.
