Recently laid off and offered a package. Does Dell entertain severance negotiations? Or is it too risky to even try?

Negotiations to improve your severance package is very possible in some countries such as Canada. Once you have more than 5 years of seniority, your rights improve significantly. Especially if you are in your 50’s or more. I know of people who improved their severance after Dell let them go.
When I was laid off I did get to "negotiate" one thing. I had just closed a big deal and it would not ship before my last day. My leader went to bat for me to make sure that I got paid on it regardless. That was an extra 80k check outside of my severance. It never hurts to ask (or beg) if you have something like that.
yes, very common in countries that have strong employment rights. that gives you leverage (where you can just say "no", keeping the headcount up, and probably getting long term payed sick leave from this stress) and then yes, you can negotiate everything, timeline, scheduling (taxes), amounts, company car low takeover payment, etc.
in the current market i wouldn't call it winning the lottery, especially in the average range of just 50k usd. don't cry, deal with it, don't apply any morale for a soul less matrix corp.
The package in most countries are very generous and its like winning the lottery. Especially EMEA like Germany or France. Pick me! Pick me!

To be able to negotigate you have to have some amount of leverage. You have zero leverage that I can think of in this situation, so no you likely can not negotigate.
The long answer is you would probably want to consult a lawyer to better understand the package and applicable laws in your area. The short answer is a lawyer will likely recommend you just take the package.

No it's non-negotiable. I tried to ask the HR rep if it was negotiable when I got my announcement last year and he said it's standard package and everyone receives the same 2 months + 1 week for each year of service.

I have never heard of someone doing that before. I personally wouldnt risk it. Be grateful for the offer, sign the agreement, then stick to it.
If you have to power to negotiate a package you’re certainly not on the layoff.com. I suspect L2s are the only people with any ability to negotiate I.e. Alison Dew leaving in April instead of EOW and I’m sure she’s getting a hefty payout.

I've never heard of anyone negotiating their severance package at Dell. Not to say it hasn't happened but it's never even been hinted at.
What exactly is your power to negotiate here? What do you have that Dell would need when they've already determined you aren't necessary in their current business plans (whether true or not from your POV or objectively) working for an at-will employer and no union? These questions are just absurd.
