I get that for outside techs what with fiber being installed, but what about clerical workers? There isn’t a ton of work in some departments and lots in others. TIA.

Bargained for employees will be safe for some time at least until T builds out the infrastructure and/or sells to and saturates the out of region markets it still needs to acquire as customers! There is still a lot of out of region areas of the country T needs to get on board!
