Do we know what happens if you opt for remote? Are you really putting a target on your back?

Absolutely!
Maybe not immediately but just wait for the next round or the one that follows.
They will be surprised at the % of people who actually will choose remote. I think it will be high.
They will probably end up changing the policy in a few months to the disadvantage of the employees
If it's above the SVP (ELT, President) level making the decision, maybe? But only speaking for my own org, our SVP and their management team wouldn't hold this over us. They understand the makeup of their organization and that remove/hybrid isn't correlated to what an individual contributes to their org.
For Dell, yes. When there is yet another reduction, if there is someone close to an office and they do a similar job on your team, you will go if you are remote. Should you be labeled remote, no room for advancement as well. It brings Dell back at least 7-10 years and if you ask me I see many people leaving after they get their bonus.
