Technically, nobody is "off the payroll" yet, so the beancounters and lawyers are gaming the system. Everyone given "notice" is being paid normally through May 3.

Can you link the text of the law that shows Nike doesn't have to file a WARN notice because it gave 69 days notice to employees it laid off?
Read the law. 69 days negated the need for warn
A covered employer must give notice if there is a mass layoff, which does not result from a business closing, but will result in an employment loss at the employment site during any 30-day period for 500 or more employees, or for 50-499 employees if they make up at least 33 percent of the employer’s active workforce.
I don't think giving people notice and keeping them on payroll for 60 days negates Nike's obligation to file a warn notice.
Why does WARN matter? How would Nike benefit from trying to avoid it?
By giving each person laid off their own, personal 60-day "Notice period", a mass WARN notice was no longer required. A loophole was exploited.
So, don't expect a massive WARN notice for Phase 2 layoffs either. The personal notice periods helps Nike to keep the actual figures more if a mystery.
They are likely going in waves of 499 to avoid warn, hence the multiple rounds
