Who fires you HR, your manager or it could be anybody on your chain of command?

You should be fired for that question.
Are they layoffs happening soon?
If the notification is 1:1, usually it's the direct manager, especially in the US.
In cases where it's the entire team, a senior manager, director, or even a VP may do the notification in a group setting. Or possibly HR.
I've only read of group notifications, or notifications by other than direct manager in posts on this forum. My direct knowledge from experience, and from friends or co-workers who've been impacted, has been direct managers in the US.

With so many divergent trends in our industry you will always have more areas to improve than time to do it. Not to mention that people giving guidance (I am assuming you are referring to managers here) have no idea where their rear sits, giving other directions is blind leading.
