In what "rule" book does it state that if there are less than 750 cars, a utility employee can do the work? It sure as he!! doesn't say that in the CFR. The DOT/FRA need to change the guidelines for who can perform class 1 inspections. Right now, a "qualified persons," which can be a conductor, can perform the class 1. The DOT/FRA should change that so that only a "Qualified Mechanical Inspector" can do class 1 inspections along with extended haul inspections. A conductor can never be a qualified mech Inspector per definition. The FRA/DOT should also change the definition of what a Qualified Persons is.

If there are less than 750 cars hitting a yard utility conductor can replace carmen.

Is the Union too "smart" for that? The union didn't seem too concerned when they let another craft do the carmans work resulting in layoffs. Its one thing to get laid off because of economic issues, it's a whole other thing to get laid off because the union let another craft take their work. I don't know why you carman pay union dues, because your union isn't helping you at all.
