so, if a lot of people just didn’t go back into the office 3x a week, what do we think the actual consequences would be?

Nothing. They will push and push and then give up, just like other banks and businesses have. Management gets tired of being sheep herders, then it moves to don’t-ask-don’t-tell, just like all of the middle managers who are supposed to come into the office that come in for an hour each day, or use backgrounds to hide the fact they are remote 4.5 days a week.
If let’s say 15k of us did it would they fire us all? Well it would make it to the news channels finally and social media and bad press to them is what they deserve.
They would love it. They could cut a few heads with no severance expense, and let it serve as a warning to everyone else. It's actually probably a best case scenario for them. Don't kid yourself into thinking that they would be concerned with losing a few good employees. If you haven't quit yet, then they figure they're paying you too much anyway.
The response from the company would probably be based on your role/performance, inconsistent from employee to employee and not transparent at all - just like how everything else operates here.
