Had a manager go through one. They were gone in next WFR.
A 360 review is usually initiated by HR as a device to help a Manager to overcome some issue.
My Manager had one done a couple years ago. It ended up uncovering some issues that he was not even fully aware of and made efforts to correct his actions. He actually ended up becoming a better manager.
