At face value, you now have to start paying for the water fountains. It is a clever way for Intel to recoup the costs of the arsenic cleanup in the JF water supply.

Feel bad for the employees there. I worked there several years, several years ago. 70 hour work weeks sent me packing.
While at Intel, the arrogance I witnessed as an engineer seeing my fellow engineers and engineer leaders display towards the techs on the floor and in the ROC surprised me.
Then Intel hiring the consultant to figure out why Intel was falling short of then up and coming Samsung, and later told engineers need to be more confrontational leading to absurdly rude meetings along with engineers no longer sharing ideas, but rather keeping secrets that might make them look better during focal...
Not to mention turn over for tenured engineers for HB1 visa engineers that led to an exersions waiting to happen.
I can only hope you have time to jump ship and start for another company, possibly in another industry before engineers are flooded in the market.
I did, took about 4 years to get back to my pay I received at Intel. Now making more and have rock solid job security with great work life balance. Was hard at the beginning to take the pay cut, but well worth it in the end.
