You know how many people "actually" work vs just manufacture "roadmap" or "status" slides.

I dunno about 90% but certainly I could find at least 25% in my department where people actually seem engaged and interested in their work, never mind the other departments.
You just have to look at the cafeterias. There are people sitting and chatting away or looking at their phones all around the clock.
Contract workers seem to have most time to idle.
Gov agencies SUCCEED at expanding and making $$$$$$$$$$$$$$$$ off your taxes.
Intel is run like a government agency. This is what government workers do.
